AFG: Water Resources Development Investment Program Tranche 2 – Lower Kokcha Irrigation Project

This project report, developed by three government ministries, presents the findings of an Initial Environmental Examination (IEE) of the Lower Kokcha Irrigation Project (LKIP), the sole Output currently proposed for inclusion in Tranche 2 of the Water Resources Development Investment Project (WRDIP). WRDIP is an Asian Development Bank (ADB) multi-tranche financing facility (MFF) formulated in 2009 with the Government of the Islamic Republic of Afghanistan (GoIRA) that aims to support a medium-term program of water resources and irrigation development with a maximum loaned amount of approximately $300 million.


Ministry of Finance (MoF) has been the executing agency and the Ministries of Energy and Water (MEW) and of Agriculture, Irrigation and Livestock (MAIL) have been the implementing agencies. LKIP is classified ADB environmental category B and Government of Afghanistan category A. Required WRDIP environmental safeguards are documented in an Environmental Assessment and Review Procedure (EARF), Tranche 2 revision.
